Project Study Report for Highways 165/99 Improvements - 1984
To improve traffic circulation and prepare for future growth, MCAG has teamed up with Merced County, Stanislaus County, Stanislaus Council of Governments, City of Turlock and Caltrans to begin the planning process for improving Highway 165 and a new Highway 99 interchange. The first step of this planning process is the development of the Project Study Report (PSR), which looks at traffic problems and identifies potential improvements along Highway 165 and with the connection with Highway 99.
Highway 165 is a north-south corridor connecting Interstate 5 and Highways 99, 140, and 152. This corridor, from Highway 140 to Highway 99, is experiencing increasing congestion and safety concerns, especially with more trucks during the harvest season. Improving Highway 165 may include widening and looking at possible realignments.
To properly service expected growth in southern Turlock and to adequately handle freight and auto traffic on/to Highway 165, a new interchange connecting Highway 165 and Highway 99 will be studied.
The planning study area is bounded by Highway 140 (south), West Main Avenue (north), Columbus Avenue (west) and Griffith Avenue (east).
More detailed environmental work will be needed following the completion of the PSR. After obtaining environmental clearance, work on design and right-of-way acquisition will begin. Construction commences when final design has been approved and right-of-way has been acquired. Identifying sufficient funding will be key to implementation of Highways 165/99 improvements.
This preparation of this project study report will be completed this fiscal year. The process was begun in FY 06-07 with the execution of a Memorandum of Understanding among the five cooperating agencies: City of Turlock, Stanislaus County, StanCOG, Merced County, and MCAG. The MOU defined the study’s objective, agency roles, organization (including committee membership), and milestones as well as project funding. An engineering consulting firm was placed under contract to perform the planning and engineering studies and engage the public. A project management consultant was contracted to oversee the work and coordinate the efforts of partner agencies. MCAG administers the contracts and participates in the project development.
