Highway 165 / 99 Project Study Report - 1984

To prepare a Project Study Report for the SR 165/99 connection and corridor in accordance with the regulations and guidelines espoused in the Transportation Equity Act for the 21st Century.

State Route 165 is a north-south highway connecting SR 99, SR 152 and Interstate 5. SR 165 intersects SR 152 in Los Banos. Within the vicinity of Hilmar, this portion of the highway is experiencing increasing congestion and higher than expected accident rates. This cooperative project will provide an alternative to the substandard Highway 165 access from Hilmar to 99 for the agricultural trucks that dominate Highway 165. The new interchange will also serve the City of Turlock to the North providing the city with a critically needed new access. The county itself has witnessed local population and employment growth seen throughout the State of California. On the horizon, the central San Joaquin Valley is forecasted to be the growth location for the State over the next 40 years.

Each of these trends and events increase the demand for an adequate transportation system to serve this community, the region, and the state. The next step in this process is the preparation of a Project Study Report. The Report will ensure that the potential transportation options will be considered and participation by affected interests and agencies will occur throughout the process.
