Atwater / Merced Expressway Project - 1986

This work element will develop an institutional and financial strategy to implement the remaining the project selected in the Atwater/Merced Expressway PA&ED.

The Atwater/Merced Expressway (AME) Project Approval and Environmental (CEQA) Document was certified as complete by the MCAG Governing Board in February 2009 and the project alignment was selected by the Governing Board in March 2009. The Project Report was approved by the Caltrans District 10 Director in December 2009. The Merced County Board of Supervisors amended the Circulation Element of the Merced County General Plan to include the AME Project in October 2009.

During the spring through fall 2009, AME stakeholder workshops were held in collaboration with the City of Atwater, City of Merced, and Merced County to evaluate traditional funding sources: IIP, RIP, RTIF, and developer contributions and learn about innovative institutional mechanisms such as public private partnerships and/or joint powers agencies that have fashioned financial programs to fund transportation facilities.

This stakeholder collaboration process will continue in 2010 with a focus on the development of an assessment district, developer land donations, and state transportation bond funding.
