Atwater / Merced Expressway Project - 1986

This work element will develop an institutional and financial strategy to implement Alternative 1B, the project selected in the Atwater/Merced Expressway PA&ED.

The Atwater/Merced Expressway (AME) Environmental Impact Report was certified as complete by the MCAG Governing Board at their February 19 meeting. One month later at their March 19 meeting, the MCAG Governing Board selected alignment 1B as the preferred route for the expressway.  There are inadequate funds available through the usual transportation funding sources: IIP, RIP, RTIF, and developer contributions to continue with project development.

There are examples in California of innovative institutional mechanisms such as public private partnerships and/or joint powers agencies that have fashioned financial programs to fund transportation facilities. A study with local public agencies and private interest that shares the vision of constructing the AME will aim at defining and implementing that strategy.

Phase 1A may receive Proposition 1B funding for construction.
