To prepare a Project Study Report for the SR 99 from milepost 21.3 to 24.0 through the City of Atwater in accordance with the regulations and guidelines espoused in the Transportation Equity Act for the 21st Century.
State Route 99 is designated by the State of California as a high emphasis route on the Interregional Road System. The state has prepared a SR 99 Business Plan that calls for an 8-lane facility in the urbanized areas such as the City of Atwater. On SR 99, Livingston Phase II construction project to convert SR 99 to a 6-lane freeway is scheduled for completion the fall, 2007. SR 99 has programmed construction of a 6-lane segment immediately north of the City of Atwater. The SR 99 2.7 mile segment within the City of Atwater requires a PSR that will identify project alternatives that comply with the business plan in order to program project development.
This project anticipates funding from the City of Atwater for consultant services and Regional Improvement Program Funds for staff support. The work will occur over a two fiscal year period, commencing in July 2007. MCAG will assume the lead agency administrative role. Caltrans will provide oversight and assign a project manager.
