Notice is hereby given that the Merced County Association of Governments (MCAG) has released project number RFP20210703MCAG – Consultant to Prepare 2022 Regional Transportation Plan. MCAG is seeking proposals from qualified consultants to provide professional services in preparing the 2022 Regional Transportation Plan (which includes a Sustainable Communities Strategy), an associated Environmental Impact Report, and associated documents.

The deadline to ask questions is 12:00 p.m., July 29, 2021, via email to Alicia Ochoa-Jones, Purchasing and Contracts Manager, at .  Proposals are due electronically by 12:00 p.m. on August 10, 2021, and shall also be emailed to Alicia Ochoa-Jones, Purchasing and Contracts Manager, at .  

Proposers are responsible for making certain their proposal documentation is complete and is received by MCAG on or before the closing deadline. MCAG is not liable for any costs incurred by proposers in responding to the RFP. MCAG reserves the right to accept or reject any and all proposals or to cancel this solicitation at its discretion.  Requests for changes or clarifications must be submitted in writing by the deadline indicated in the RFP. Any alterations to the RFP will be made by written addenda only.

Proposers are hereby notified this project will be funded in part by the Federal Transit Administration.  Therefore, Proposers of this project are hereby bound by all applicable federal laws, regulations, and certifications. 

In compliance with Title 49 CFR Part 26, Disadvantaged Business Enterprise’s (DBE) are encouraged to submit a proposal and will be afforded full opportunity to participate in this solicitation.  Note that the resulting contract from this solicitation has no specific DBE goal or requirement, therefore prospective proposers will not be required to submit good faith efforts.  

Communications from proposers shall be submitted in writing (email) to Alicia Ochoa-Jones, Purchasing and Contracts Manager, for this procurement.  Except as set forth herein, there shall be no other communication with any other MCAG employees or consultants with respect to the proposal documents or project.
